AFRICAN COUNTRIES MUST STOP BEGGING FOR ASSISTANCE FROM FOREIGNERS

It was a moment of telling the truth to the just concluded 5th Tana High-Level Forum on Security in Africa when former UN Secretary-General, Kofi Annan said that 'African countries must stop going cap-in-hand to foreign countries for assistance to address challenges confronting the continent...' http://myafricanow.com/african-countries-stop-begging...

Kofi Annan said the solution to the continent's problems must come from within the continent. Africa countries must build up their institutions for the purpose of tackling contemporary challenges on the continent, including financing its institutions.

What is your take on this assertion by Kofi Annan? How can African countries, including Nigeria, encourage their Universities and other higher institutions of learning develop 'system-relevant' research that would impact the life of the average citizen in the areas of food security, health, education, leadership, infrastructure, etc?
