33 days ago, precisely the 14th of April, 2014, more than 200 girls were abducted from their boarding school in Chibok, north-east Nigeria. Some of the girls managed to escape, but many are believed to have been transported across the border to neighboring countries. Earlier that day, the Nyanya bomb blast in Abuja killed more than 70 people, while dozens were severely injured!
The international community has come out in unison to condemn the abductions and offer support for Nigeria. But what really brought the plight of the girls into the limelight were various genres of social media, especially "Twitter". The hashtag #BringBackOurGirls originated from Nigeria, and within a week, it went viral, having an average of 1.5 million tweets per day at its peak!
Mrs. Michel Obama, first lady of the United States, endorsed the campaign effectively by displaying the #BBOG on a board she held in a photograph which has been viewed the world over. Other celebrities have since spread the campaign to other parts of the world. Amnesty International has said that Nigeria's security forces failed to act on advance warnings about BH's armed raid on the state-run boarding school in Chibok, which led to the abduction of 273? girls.
The BH terror group has been tormenting the Nigerian state for at least five years. The "base" of BH is the north-east, especially Borno, Yobe and Adamawa states. There has been a State of Emergency (SoE) in these states, which expired a few days ago. The President wants the SoE extended. The House of Representatives has endorsed the President's position. A few days later, the Senate also endorsed the extension of the SoE, but with some conditions attached.
Meanwhile, the parents of the girls have identified at least 70 of their children in a video released by BH. There has been a lot of wailing in the land. The feeling of insecurity is palpable. A lot of information about #BBOG, BH and the effect on the Nigerian state and her citizens are scattered. ETHNIC, RELIGIOUS, POLITICAL & LINGUISTIC DYNAMICS IN THE GULF OF GUINEA
At the Berlin conference in 1884, the so-called "dark continent", Africa, was shared among European powers. I posit that most of the artificial borders that were defined during the meeting still remain with us today, and contribute significantly to many of Africa's headaches, including religious, political, linguistic, ethnic, cultural and sundry challenges.

THE REFUGEE PROBLEM IN AFRICA
The production of refugees and internally displaced persons (IDPs) as a result of ethnic and communal conflicts, national disasters and sundry causes in the twentieth century has spilled over into the twenty-first century. Perhaps apart from the huge external debts owed outside sources, there is nothing else as pervading as the painfully agonizing issue of refugees and displaced persons. They both seem to defy early solution and seem to emanate from the same denominator.
While the debts represent squandered resources, the refugee problem bears vivid witness to squandered opportunities to build healthy nations out of independent Africa. From Western Sahara through Liberia, Nigeria, Chad, Sudan, Somalia, Ethiopia, Rwanda, Angola and Zaire, there is hardly much going on apart from the issue of refugees and IDPs...how to accommodate, care for and feed them. Refugees have spilled over not only to neighboring countries, but in nearly all cases, their presence is felt across the entire continent and even beyond.
The refugee situation is painful and destructive for even citizens who survive wars and natural disasters. The tragic crises which uproot whole communities and nation-states, lead to the dislocation of the populace, both within and demarcated territories. The displaced persons are traumatized, their social and economic lives are disrupted. The limited resources of the host or recipient country which accommodates these refugees are stretched to unbearable limits.
The host country soon experiences increase in crime rate, diseases and breach of cultural norms as a result of the influx of refugees. Oftentimes, these refugees overstay their welcome. Even for the refugee-producing countries, life cannot be the same with the rushed exodus of erstwhile compatriots. The destruction of highly-priced property and the damage of the national psyche are sore points.
We are at the stage today, where Africans, their governments and organizations need to do more in terms of quality of assistance and timeliness of intervention to alleviate the suffering of their displaced brothers and sisters. Women, children and aged, the poor and the lowly are invariably the ready victims.
We therefore need to speedily address the refugee crisis by probing further to ascertain the root causes in order to halt the cycle of conflict/national disasters - IDPs/Refugees. The forced migration of today, that takes the form of refugee-generation, is perniciously distracting the populace from normal economic pursuit at a time when knowledge and boundless opportunities exist for economic growth and development. Besides, the trans-border nature of today's forced displacement is negatively affecting both individuals and state organizations. There is therefore a pressing need to delve into the causes of Africa's refugee phenomenon and proffer enduring solutions.

Refugees and IDPs can be classified into three broad categories based on the prevailing causes:
1) Crisis refugees as a result of human conflicts. A small segment of this group could be political refugees who could end up as asylum seekers.
2) Environmental refugees resulting from natural and environmental disasters, such as earthquake, flood and desertification.
3) Economic refugees consist of individuals/groups that are unable to support themselves in their places of usual abode. They become IDPs or refugees in order to enhance their economic status...

TOWARDS AN EFFECTIVE STRATEGY ON COUNTER INSURGENCY IN NIGERIA
There was a Stakeholders' Meeting on Rising Insecurity in North-East Nigeria convened by the Centre for Democracy & Development (CDD), Abuja, on February 26, 2014. I am a non resident Senior Fellow of CDD. The following are the highlights of the discussion at the meeting with theme: "Towards an Effective Strategy on Counter Insurgency in Nigeria".
The current nation-based security architecture and structures need to be urgently re-examined. Terrorists, including Boko Haram (BH), usually do not have defined populations that could be attacked. They are invisible. This makes it more difficult to track them down. BH and Ansaru are said to be affiliated to Al-Queda.
Nigeria should spread her tentacles beyond national borders. Nigeria should explore signing bilateral/multilateral cooperation agreements with nation-states that have similar terrorism issues, with a view to engendering cross-fertilization of ideas cum strategies on counter-insurgency.
The concept of sovereignty could be a hindrance to Nigeria's engagement with the West African (ECOWAS) and African (AU) security platforms. Nigeria may need to key into these platforms for enhanced cooperation on counter-insurgency. It is not enough to latch on to the "sovereignty" of the country to the detriment of the sanctity of human life, which is being wasted on a daily basis, especially in north-east Nigeria. Article 4 of the Constitutive Act of the AU is relevant here. The implication of this article is that nation-states cannot hide under the 'umbrella' of 'sovereignty' to unleash untold hardship and atrocities on the citizens...
There should be a balance between military responses and political cum social responses when dealing with insurgents. For now, it appears Nigeria is concentrating more on military responses to insurgency. How far has this taken us? There is an urgent need to engage all non-state armed groups in constructive dialogue.
Besides, in spite of the violence in the north-east, a robust poverty alleviation strategy could be put in place, which could reduce the level of anomie of Nigerian citizens in this area vis-à-vis the state. The African method of raising children should be returned to: "It takes one person to give birth to a child, but it takes a village to raise a child". Programs should be put in place for socialization of children and youths to return to family values.
With many programs in place, in a few years the almajiri phenomenon could be reduced. This entails street kids being catered for through regulated channels supported by the state. The long-term implication of this is that such children would no longer be available as suicide bombers. Since it is in the hearts of men and women that violence begins, it follows that it is also in their hearts that peace through tolerance should begin (UNESCO).
The criminalization of the Nigerian state undermines counter-terror efforts. We note the growing nexus between organized crime syndicates and radical islamist groups like BH and Ansaru. Terrorists are exploiting the phenomenon of the criminalization of the state to expand their influence in state structures.
Preachers in all religions - Christianity, Islam and Traditional African Religion (TAR) should be licensed by the state. They should have a code of conduct, such that if any one of them is flouting any item in the said code, his/her license should be withdrawn. This, to a large extent, would curb the rise of radical preaching in any religion.
Nigeria's counter-terrorism strategy remains focused on non-state actors. There should be a coherent strategy to respond to state actors - both regional and extra-regional. The National Counter Terrorism Strategy (NCTS) needs to be reviewed with a view to making it comprehensive.
The contents of the recommendations of the Boko Haram Amnesty Committee need to be thoroughly interrogated by the Panel on the Implementation of the BH Amnesty Committee's Recommendations. Stakeholders should be allowed to participate in such a review...

NIGERIA POLITICAL PARTIES DISCUSSION SERIES (NPPDS)
On the 5th of February, 2014, I participated in the Nigeria Political Parties Discussion Series (NPPDS), hosted by the Centre for Democracy & Development (CDD), and supported by USAID and IRI. I was involved in my capacity as Senior Fellow, CDD. The NPPDS sets out to facilitate discussion among political parties in Nigeria on entrenching democracy and good governance through strengthened internal party democracy (IPD).
The series brings together political parties, academia, Civil Society Organizations (CSOs) and the general public on a monthly basis. Each program in the series includes presentations from experts on identified issues, but not limited to Internal Party Democracy, inclusion in political parties, party funding, campaign, party membership, etc.
Each program in the series is aired on national television. Through the use of vox pop, open space technology and world café, CDD facilitates animated and constructive dialogue of the "party system" in Nigeria. It is expected that participants would have the opportunity to learn, share experience on the internal dynamics of political parties and the impact of same on their constituencies. This could facilitate the deepening of democracy and development in Nigeria.
For this edition of the program, the topic was "Internal Party Democracy in Nigeria". The technical expert for the occasion was Prof. Anthonia Okoosi-Simbine, from the Nigerian Institute of Social & Economic Research (NISER), Ibadan. Five political parties were represented - APGA, PDP, LP & APC.
Various aspects of IPD were discussed - candidate selection, level of participation in dialogue, membership, criteria for expulsion, conflict management within parties, process of enacting party laws/rules, affirmative action for disadvantaged groups, voter education and Party Primaries...

THE 2ND IN THE PPDS FOR 2018
The second in the PPDS series for 2018 was held in Abuja on the 15th of May, 2018. The series is the brainchild of CDD, supported by OSIWA. In my capacity as Senior Fellow, CDD, I was a participant at the discussion. The following were the panelists:
*Aminu Idris - Director, Election & Party Monitoring, Independent National Electoral Commission (INEC)
*Bolaji Abdullahi - National Publicity Secretary, All Progressives Congress (APC)
*Emmanuel Agbo - Deputy National Secretary, People's Democratic Party (PDP)
*Peter Ameh - National Chairman, Progressive People's Alliance (PPA)
INEC said the increasing number of registered Political Parties (PPs) is not a challenge to the Commission or the electoral process of the country. Aminu Idris, Director, Election and Party Monitoring, INEC, gave the assurance at the debate on 'Increasing the number of PPs in Nigeria and access to the ballot in 2019'. Nigeria currently has 68 registered PPs. Idris said: 'For the Commission, it is a matter of necessity that we manage the ballot, given the number of PPs we have'
The National Publicity Secretary of the APC, Bolaji Abdullahi, said rather than being a problem, the number of PPs would increase citizens' participation in the electoral process. He said the challenge is that weak PPs, or those without a grassroots base, want to participate in every election, including the Presidential.
Emmanuel Agbo, Deputy National Secretary, PDP, linked the increasing number of PPs to the ambition of some individuals to be PPs' national leaders. Agbo however said that there is a need to enlighten the political class that disagreement within the PPs should not lead to the registration of a new PP. 'The best way to defend democracy is to promote greater understanding among the political class. There must be the ability to tolerate one another, knowing that we come from different economic, political, cultural and social backgrounds, but amalgamated into one organization.
Peter Ameh, National Chairman of the PPA, said that having 68 registered PPs was not a problem, as Senegal has over 150. For Ameh, it is important to treat the root causes of the problems of PPs in the country, rather than treating the symptoms. These root causes, according to him, include defection of officials from smaller PPs to bigger ones and the credibility of Local Government (LG) elections conducted by the State Independent Electoral Commissions (SIECs). Ameh was of the opinion that the more Nigeria continued to improve its electoral system, the better it would be for Nigeria and her citizens.
In her remarks, the Programme Coordinator, Democracy and accountability, OSIWA, Catherine Angai, said PPs are registered for different reasons, including the mobilisation of the electorate and holding government accountable. She said the debate was to address some salient questions, such as: 'Are PPs doing what they are registered to do? I there Internal Party Democracy?'
